Acquisition
- Carried by Galmar in the Palace of the Kings in Windhelm.
- Before starting the Civil War questline or if siding with the Stormcloaks, it can only be pickpocketed from him (Misdirection perk needed).
- If siding with the Imperials, you get a chance to kill and loot him during the 'Battle for Windhelm'.
