The Katariah, in a master locked chest behind the desk in the Emperor's Quarters during the Dark Brotherhood quest 'Hail Sithis'. If you instead choose to destroy the Dark Brotherhood, Eltonbrand will be received from a Penitus Oculatus messenger. With Artifacts - The Tournament of the Ten Bloods activated, you instead receive it during that mod's questline.
